ANNUAL MEETING

  1. President Ken Bernard called the meeting to order at 7:18 p.m. In addition to the President and Secretary, the attendees were Lolitia Bache, Linda Gorman, Joni Shirley, and Peter Stern.
  2. The membership approved the minutes of the meeting of October 20.
  3. The President gave the Treasurer's report. The checking account balance was $10,038.37 as of November 11, while the certificates of deposit were another $16,000. The membership discussed the impact of the recently concluded Cross Country Championship Series on the treasury. More checks were written, but for a lesser amount than in previous years. At the same time, an entry fee for the Association Championship race provided some income, where previous races were free. The lack of a scoring procedure created errors in the award distribution at the Championship, which will require correction. The consensus of the membership present is that any future series requires more definition of registration and scoring.
  4. The membership unanimously approved a motion by the Secretary to amend the Bylaws to add a new Article XI (renumbering the current Article XI) which provides a procedure for amending the Bylaws.
  5. The membership unanimously approved a motion by the Secretary to amend the Bylaws to change the reference to the National Governing Body from The Athletics Congress to USA Track & Field in Articles II and III. These are the first amendments to the Bylaws since the adoption December 15, 1982.
  6. J. Shirley reported on the Mission Bay 25K National Masters Championships. The lack of national response to the race (only four USATF members were from outside California) did not warrant a bid for the 1994 Championship, nor were any other bids received at the national convention. Contributing to the lack of response is that the majority of the Masters LDR Championships fall within two months late in the year, including the 8K Cross Country Championship which was the same day as the 25K.
  7. J. Shirley reported that at the national convention two features have been added to sanction and insurance procedures for clubs. The first is that a club conducting a number of races during a year may now receive one sanction to cover all those races, paying according to total registration among the races. The second is that for a fee under $100, insurance will cover all club activities, not just sanctioned events.
  8. Bache turned over half the profits from the Junior Olympics Cross Country Championships, $108.43, to SDIAC. The other half goes to the San Diego Track Club.
  9. G. Shirley reported on two items from the convention. (1) During discussion of an amendment to the Competition Rules, two tests of the automatic timing equipment were described. These are to be conducted by the head of the automatic timing panel. The first is an alignment check with the finish line. The second is a zero check which has the starter stand on the finish line and fire the starting pistol. The recording of the flash should be at zero. The results of this test should be kept for record validation. (2) The officials have selected and will have single suppliers nationally for both winter and summer uniforms.
  10. G. Shirley, the new Editor of San Diego Running, described changes in format of the publication. It will be monthly, standard sheet size, and have a circulation under 1000. The members, with G. Shirley and Gorman abstaining, unanimously approved Bernard's motion that SDIAC continue support by advertising in the publication. The rate was set at $150 monthly.
